Investment and Performance Group

The Investment and Performance Group builds and maintains a world-class science system underpinned by effective and efficient management of public money invested through Vote RS&T.

We provide the main delivery vehicle for high quality research, science and technology outputs and outcomes.  This breaks down into four main areas of activity:

  • Defining and designing policy levers
  • Implementing policy and managing investment through Vote RS&T
  • Evaluating the effectiveness of policy and investment performance
  • Linking all this to other parts of MoRST’s and the wider Government’s business

Dr Roger Ridley

General Manager, Investment and Performance Group - Roger leads the team that manages the Government's research, science and technology investments, including budget management and evaluation.

Yelena Thomas

Director, Performance and Evaluation - Yelena leads the team which evaluates the effectiveness of science policy, determines the impact of government’s investment in RS&T and provides an evidence base to support the broader policy work of the Ministry.

Helen Eglinton

Director, Vote Operations - Helen leads the Vote Operations team who operationalise policy and manage and monitor the $600+ million allocated annually through Vote Research Science and Technology.

Margaret Davison

Director, Economic Development - Margaret leads a team that has been established to integrate and support the delivery of MoRST activities supporting economic transformation.

Dr Julian Williams

Principal Adviser - Julian advises on economic and intellectual property issues in the research, science and technology sector. He connects with people in public and private sectors and in international groups.
